Our Team

Mike is an experienced lobbyist and government affairs and communications professional. He specializes in lobbying and managing state legislative issues, political and issue advocacy campaigns, and developing and implementing strategic plans to achieve our clients’ legislative and reputational objectives. In addition to state lobbying, he provides communications, consulting and procurement services to the firm’s biomedical, entertainment, government services, healthcare, hospitality and transportation clients.

Prior to co-founding the firm, he directed state government affairs for multinational corporations in California and other Western states, managing controversial legislative and regulatory issues. In addition to extensive state lobbying, he managed lobbying and political consulting firms in multiple states, and oversaw ballot initiative and candidate election activities.

He led a corporate public affairs department, overseeing communications, external affairs and philanthropic outreach activities throughout the United States. He launched major community relations programs in California, and has extensive public affairs experience, including coalition development, issue analysis and opinion research, communications, external relations and philanthropy programs, and grass roots advocacy. He has also served as a corporate spokesperson.

He was chief lobbyist and political director for a major statewide California trade association, where he lobbied the legislature and established the organization’s first election program.

He has been a frequent speaker and panelist before national and state organizations, including the American Public Relations Association, National Association of Latino Elected Officials, U.S. Chamber of Commerce, National and State Conferences of the NAACP, State Policy Network, California Association of Realtors and California Chamber of Commerce. He has served on the boards of numerous statewide trade and policy organizations.

Mike graduated with highest honors from U.C. Berkeley and earned his law degree from the University of San Francisco. He was a litigation attorney with a San Francisco-based global law firm, representing clients in complex litigation, product liability, medical malpractice and securities litigation. He lives in Sacramento with his wife, Phyllis. They have two daughters, Lauren and Paige.

Jeff is an experienced lobbyist and political campaign consultant. He specializes in managing legislative issues, political and issue advocacy campaigns, grassroots advocacy, and strategic communications. He has managed sophisticated national, multi-state lobbying and issue management campaigns on behalf of the firm’s clients.

He works extensively on energy, labor, transportation, environmental and financial services issues. He manages the firm’s energy practice, working with multi-national energy corporations and emerging businesses on complex legislative and regulatory issues. He works extensively with the State Lands Commission, the Air Resources Board and the Natural Resources Agency. He also works with the firm’s financial services clients, and led a complex advocacy program to address sub-prime lending issues pending in 14 states and in Congress. He also advises clients on state procurement issues.

Prior to co-founding the firm, he served as Vice President of the Civil Justice Association of California (CJAC), where he was responsible for lobbying, executing the organization’s political programs, developing statewide ballot initiatives, and expanding political fundraising efforts.

He directed the organization’s political action committee and independent expenditure committees, helping to transform CJAC into one of the most politically savvy, broad-based trade associations in California. He has executed ambitious independent expenditure programs that have been widely credited with electing and defeating a number of California Senate and Assembly candidates.

Jeff is a lawyer and a member of the California State Bar. He received his bachelor’s degree in Government with honors from California State University, Sacramento. He earned his law degree form the University of the Pacific, McGeorge School of Law, where he graduated with distinction and served as editor of the Transnational Lawyer. He lives in Sacramento with his wife, Chrisan, and their two sons, Nicholas and Justin.

Eloy Garcia is an experienced lobbyist and attorney who specializes in lobbying on behalf of large business interests. He has an extensive state lobbying background in Sacramento and several Western states. He began his career in Sacramento serving as a legislative staffer and has served as the chief lobbyist for a two major trade associations, as a partner in a large Sacramento lobbying firm, and has founded and operated his own successful lobbying firm.

Eloy specializes in legislative and regulatory lobbying, legislative and political strategy, and counseling clients in a variety of industries on state legislative and regulatory policy matters. He has represented traditional and clean energy interests, automakers, hospitals, manufacturers, law firms, and bottlers, among others.

His diverse lobbying and advisory practice is focused on energy, environmental, transportation, employment and healthcare issues. He has advocated extensively on major climate and plastics legislation, including implementation of the state’s landmark Global Warming Solutions Act and has developed innovative legislative solutions in the areas of air quality, alternative transportation fuels and infrastructure. In addition to the Legislature, he has worked closely with the Air Resources Board, state Energy Commission, the Public Utilities Commission and the California Department of Resources, Recycling and Recovery, and the Department of Healthcare Services.

Eloy was a Partner at KP Public Affairs before launching his own highly successful firm. He also served as Director of State Affairs for the Alliance of Automobile Manufacturers where he led the Alliance’s lobbying and public affairs efforts on the West Coast including in California, Alaska, Washington, Oregon, Hawaii, and Arizona.

He received his Bachelors’ Degrees in Political Science and English at California State University Fresno and earned his law degree at McGeorge School of Law.

He lives in West Sacramento with his wife, Linda. They have a son, Andrew, and a daughter, Mia.

Irida Ayrapetyan serves as the firm’s legislative assistant. After graduating from UC Riverside, she served as a researcher on zero emission vehicle regulations for the American Lung Association.  She also served in the State Senate as a Loveridge Sacramento fellow for Senator Richard Roth.  Irida’s knowledge of the legislative process enables her to support our clients and our lobbying team. Having a strong understanding of both government policy and advocacy, Irida tracks legislation, monitors client regulatory and legislative issues, produces calendars and reports for clients, and performs research on legislative, political, and other issues of interest to meet our clients’ needs. She also prepares reports and assists clients to ensure their compliance with the reporting requirements of the state’s Fair Political Practices Act. Irida enjoys spending a nice quiet evening reading books, spending time with her family, and taking care of her beloved maltipoo, Milo.

Beverly is an experienced lobbyist who advocated in the Legislature, various state departments, and the Administration on behalf of organized labor interests for more than a decade before joining the firm. She led the legislative, budget, and regulatory agenda for the State Building and Construction Trades Council of California, representing half a million workers in the construction industry. She directed a large team of in house and contract lobbyists on the Council’s expansive and wide-ranging policy agenda and was engaged in the organization’s formidable political action activities.

She also lobbied for UDW/AFSCME, where she also led the legislative, budget, and regulatory agenda for an organization representing more than 135,000 In-Home Supportive Services (IHSS) providers and 20,000 family child care providers in 45 counties throughout California.

She served for five years as the Labor Representative on the Cannabis Advisory Committee at the Department of Cannabis Control where she advised the Department on developing regulations to help protect public health and safety and reduce the illegal market for cannabis.

Before beginning her advocacy career, Beverly worked in four Capitol offices, including stints with Assemblymembers Jimmy Gomez, Paul Fong, Rich Gordon and the Assembly Chief Clerk.

In 2021, she was recognized by the National Association of Asian Pacifics in Politics and Public Affairs (NAAPPPA) 40 under 40.

Beverly earned her undergraduate degree from the University of California at Davis and a Masters of Studies in Law from the University of Southern California.

She and her husband, Fielding, reside in Sacramento.
